Mitchell Lee

Mitchell Lee founded City + Movement after two decades shaping transport strategy from the inside — at Arup, at Cardno (now Stantec), and as the lead consultant behind some of NSW's most significant infrastructure programs.

His work includes Project Manager for the NSW Future Transport Strategy - Plans (the state's 20-year transport blueprint) and Project Manager for the Princes Highway Strategic Program Business Case — a multi-billion dollar investment program spanning two decades of delivery.

The experience gives City + Movement something most firms can't offer: a strategic adviser who has actually done this work, at scale, for the agencies and programs that define how NSW moves. The firm now applies that depth to help government clients, infrastructure investors, and transport operators make better decisions — particularly as AI begins to reshape the sector.

Mitchell led the assessment of 350 km of the Princes Highway, identifying critical issues and proposing targeted interventions across policy, services, and infrastructure. This was one of the first projects to integrate business case requirements with movement and place concepts, resulting in tailored solutions addressing specific safety and design challenges. The outcome was a prioritised list of interventions for a multi-billion-dollar, 20-year program aimed at supporting local economies, enhancing community integration, and improving road user safety.

Overview:
Mitchell led the transport assessment and coordinated multidisciplinary teams for the Parramatta Road to Green Square Light Rail project, focusing on developing an integrated network to support housing choice, population growth, and connectivity for workers and students. Mitchell proposed alignments and stop locations that revitalised Parramatta Road, enhanced the Central interchange, and strengthened community ties along the corridor, delivering a solution that drives long-term urban growth and accessibility.

Through a detailed movement and place assessment and option testing, the strategy provided a clear roadmap for transport improvements that fostered connectivity and innovation, aligning with the broader goals of the precinct’s development as a global innovation hub.
